Why It Matters
CVOW is the largest offshore wind project in the U.S. and a cornerstone of Virginia's clean energy transition. Unlike merchant projects that have struggled with economics, CVOW is a regulated utility project with cost recovery through Dominion's rate base, a model that may prove more viable for U.S. offshore wind.
