The Nittler Framework

A research-backed methodology for understanding and engaging communities on energy infrastructure projects.

Based on research by Stephen Nittler
Duke University Nicholas School of the Environment

The Problem

Energy infrastructure projects worth billions of dollars get delayed for years or killed entirely by organized local opposition. Developers enter communities unprepared, react to opposition instead of anticipating it, and treat community engagement as a checkbox rather than a strategy.

The result? The energy transition stalls while needed infrastructure sits in regulatory limbo.

The Framework: Three Phases + PDCA

1

UNDERSTAND What We Automate

"Know the territory before you enter it."

  • Map stakeholder networks and influence patterns
  • Assess community sentiment baseline
  • Identify potential opposition groups and leaders
  • Understand local concerns and priorities
  • Research historical context and past projects
2

PLAN

"Strategy before tactics."

  • Design targeted engagement strategies
  • Anticipate objections and prepare responses
  • Identify potential allies and champions
  • Sequence community outreach appropriately
  • Develop community benefit proposals
3

ENGAGE

"Show up prepared, not surprised."

  • Know who you're talking to
  • Understand their specific concerns
  • Have prepared relevant responses
  • Demonstrate community awareness
  • Build relationships, not fight fires

The PDCA Cycle: Continuous Improvement

Opposition monitoring isn't a one-time activity. NIMBY Intelligence enables continuous monitoring to inform ongoing strategy adaptation.

How NIMBY Intelligence Implements the Framework

Phase 1 Intelligence Products

Product Purpose
Project Risk Scores Quantify opposition risk before investment
Opposition Group Profiles Map stakeholder networks and tactics
Community Sentiment Analysis Assess local attitudes and concerns
Historical Timeline Research past events and context
Legal Exposure Reports Identify litigation risks and precedents
Political Mapping Track elected official positions

Continuous Monitoring (PDCA)

Feature Purpose
News Monitoring Detect new opposition activity immediately
Regulatory Monitoring Track FERC, PUC, and agency filings
Legal Alerts New lawsuit and court ruling notifications
Political Tracking Monitor legislative and executive actions
"You cannot effectively engage communities you do not understand. The developers who succeed are those who invest in intelligence before they invest in concrete." Stephen Nittler

The Daily Mine | Duke MEM '24

Stephen developed this framework while completing his Master of Environmental Management at Duke University's Nicholas School of the Environment. His thesis, "Tackling Social Opposition: Can the Fossil Fuel Pipeline Playbook Work for the Grid?", analyzed how successful infrastructure developers navigate community opposition.

Prior to founding The Daily Mine, Stephen spent years developing large-scale transmission line across four states, giving him firsthand experience with the challenges this framework addresses.

Track opposition intelligence daily.

The Daily Mine covers data center opposition, regulatory challenges, and infrastructure politics.
